محاسبة کارایی، اثربخشی و بهره‌وری فدراسیون‌های ورزشی از طریق تحلیل پوششی داده‌ها (DEA)

چکیده

 
هدف از مطالعه حاضر محاسبة کارایی، اثربخشی، بهره‌وری فدراسیون‌های ورزشی با استفاده از تحلیل پوششی داده‌ها (DEA) بود. تحقیق از لحاظ هدف، کاربردی است که از طریق تلفیق ورودی‌ها (ورزشکاران، کارکنان، بودجه، سرانة ورزشی، سابقةفدراسیون و ...)، خروجی‌ها (توسعة سطح سلامت جامعه، انگیزة رقابت در جامعه، ایجاد الگوی اخلاقی مناسب، تقویت نگرش انسانی به زندگی، آگاهی و ...) و تولیدات میانی (ورزش همگانی، ورزش قهرمانی، ورزش حرفه‌ای، ورزش پرورشی، آموزشی ورزشی، پژوهش ورزشی و رویدادهای ورزشی) برای تبدیل به عملکرد (کارایی، اثربخشی و بهره‌وری) و تکنیک مورد استفادة تحلیل پوششی داده‌ها (DEA)، تلفیق با تئوری تصمیم‌گیرنده است. جامعة آماری شامل 52 فدراسیون ورزشی بود، که نمونة آماری شامل فدراسیون‌هایی که در یک رشتة ورزشی فعالیت می‌کردند (39 فدراسیون)، انتخاب شدند. ابزار پرسشنامة محقق‌ساخته بود که روایی صوری و محتوایی آن با استفاده از اجماع نظر کارشناسان ورزشی فدراسیون‌ها و پایایی پرسشنامه از آلفای کرونباخ برابر با 92/0 به‌دست آمد. به‌منظور وزن‌دهی و رتبه‌بندی شاخص‌ها از روش آنتروپی- فازی و مدل نهایی ارزیابی عملکرد طراحی استفاده شد و محاسبات مورد نیاز با استفاده از نرم‌افزار GAMS انجام گرفت. 20 فدراسیون ورزشی (28/51 درصد) از کارایی لازم برخوردار بودند و بقیه ناکارا بودند و تنها فدراسیون گلف اثربخش بود. فدراسیون‌هایی که نسبت خروجی‌هایشان به ورودی‌ها بیشتر بود، کاراتر و اثربخش‌تر بودند. یافته‌ها نشان داد با توجه به کارایی و اثربخشی فدراسیون گلف تنها فدراسیون مذکور دارای بهره‌وری بود.

The aim of this study was to calculate of Efficiency, effectiveness and Productivity of sports federations using data envelopment analysis (DEA). This research is applied in terms of objectives, and is descriptive in terms of data collection. Research methodology was performed by integration of inputs (Athletes, staff, budget, sports per capita, federation backgrounds), outputs (Development of community health, motivation to compete in society, creating a suitable moral model, strengthening human attitude to life, awareness) and to switch production (Public sports, championship sports, professional sports, breeding sports, sports education, sports research and sports events) to the performance (Efficiency, effectiveness and Productivity) by use of data envelopment analysis techniques, combined with the theory of the decision making. The statistical population consisted of all sports federations (52 federations) and the sample was defined as the 39 federation which worked as a sports field. The research instrument was a researcher-made questionnaire which its content and face validity was confirmed and reliability by using Cronbach's alpha were calculated as 0/92. Required calculations using the software GAMS were done. Based on mathematical formulas, among the thirty-nine Federation under review, twenty Federations were efficient and the other was inefficient and only Golf Federation was effective and Productive. The results showed that the Federations which the ratio of their outputs to their inputs were greater are more efficient and more effective and has had productivity.
