Background and purpose: Talent search and development of players from the basic ages is a very important issue that due to the transfer of players in adult age to other clubs; Rights should be considered for the club that nurtures the transferred players so that the process of player development and talent development in football can continue continuously.

Method: The current research is based on qualitative approach and data-based theory. The statistical population of the research included 17 experts related to the subject. Sampling was purposeful and judgmental and interviews were semi-structured.

Found: in the final pattern; Causal factors (legal issues and problems, issues related to player conditions, lack of attention and awareness of the category of growth rights, issues related to the contract) cause attention to the central phenomenon (factors of failure to pay the growth rights of football players in Iran) and strategies of using It (targeting and changing the existing procedures, clarifying the method of paying and calculating the right to growth, training and creating awareness, benefiting more from the regulations and bylaws) in terms of intervening factors (deficiencies of the relevant officials, exceptions to the payment of the right to growth, inappropriate procedures) and the context existing (media rights and obligations, rights and obligations of brokers, rights and obligations of clubs, appropriate rights and obligations, rights and obligations of managers) in the research, positive consequences in (improving the international image of sports, improving legal issues of sports, developing sports communication , football development and political image development) follows.

Conclusion: According to the results of the research, it is suggested that the respected officials of the football federation should make more efforts to educate and provide more information in order to familiarize with the examples of growth compensation to football players and clubs, and also by holding training workshops to teach the existing regulations and bylaws. in this field so that we can see an increase in income generation at the club level and an increase in transfers at the international level.
