Abstract
The purpose of the present research was to provide a model of strategic control program in the Ministry of Sports and Youth of the Islamic Republic of Iran. The present research method is mixed according to the purpose of the research. In this research, first the qualitative method and then the quantitative method. The statistical population consisted of two parts, the statistical population in the qualitative part included university faculty members, heads of sports federations and managers of the Ministry of Sports and Youth. Field of study and having scientific publications related to the subject, having managerial positions and executive experience were among the selection indicators of the initial list of experts. The sampling method was used as non-probability sampling, with targeted selection and with maximum diversity or heterogeneity. The sample size in this research was equal to 15 people based on the theoretical saturation index, and in the quantitative part of the statistical population, there were employees of the Ministry of Sports and Youth. Based on this, 360 people were selected as samples. The measurement tool in the qualitative stage of the interview was open and was analyzed based on three stages of open, central and selective coding, and in the quantitative part, the research tool included a questionnaire extracted from the codes of the qualitative part, which was also used with SmartPLS software. Analysis was done. . The results of the coding showed that the strategic control program in the Ministry of Sports and Youth of the Islamic Republic of Iran is based on four factors: 1) inhibiting, 2) facilitating, 3) developing and 4) consequences. Therefore, when the mechanism of the effect of these factors is properly identified and diagnosed, we can witness the growth of the strategic control program in the Ministry of Sports and Youth of the Islamic Republic of Iran. Also, the results of the model were confirmed in terms of validation.
