چکیده
آینده‌پژوهی به‌عنوان رویکردی نوین، فرایندی است که منجر به نتیجه پایدار عمل برنامه ریزی می‌شود. در این راستا این پژوهش، با رویکرد آینده‌پژوهی به شناسایی مهمترین عوامل مؤثر بر توسعه حقوق ورزشی و میزان و چگونگی تأثیرگذاری این عوامل بر یکدیگر می‌پردازد که در واقع زمینه طراحی سناریوها در آینده و نیز تدوین راهبردها، برنامه ریزی و سیاست گذاری برای رسیدن به سناریوهای مطلوب را فراهم می‌کند. روش تحقیق بر اساس روش‌های جدید آینده‌پژوهی، تبیینی و برای جمع آوری اطلاعات از روش اسنادی و پویش محیطی استفاده شده است. برای تحلیل داده‌ها از روش تحلیل اثرات متقابل / ساختاری به‌وسیله نرم‌افزار MICMAC استفاده شده است. نتایج تحقیق حاکی از این است که در مرحله نخست، با روش پویش محیطی، 41 عامل در 5 حوزه، مؤثر بر توسعه حقوق ورزشی در ایران شناسایی شدند. آنچه از وضعیت نمودار پراکندگی متغیرها می‌توان فهمید، حاکی از ناپایداری سیستم می‌باشد که بیشتر متغیرها در اطراف محور قطری صفحه پراکنده هستند. طبقه‌بندی 41 متغیر در پنج حوزه اصلی (حوزه مراجع رسیدگی، حوزه اسناد و منابع حقوقی، حوزه برنامه‌ها و سیاست‌گذاری‌ها، حوزه منابع انسانی و حوزه موضوعات جدید) و سپس تحلیل پراکندگی آنها در 5 دسته عوامل (دووجهی، تأثیرگذار، مستقل، تأثیرپذیر و تنظیمی) تصویر جامعی از پویایی‌های سیستم حقوق ورزشی کشور ارائه می‌کند.

Futurism as a methodological approach facilitates sustainable planning outcomes. This study employs a futuristic perspective to identify key factors influencing sports law development in Iran and examines their interrelationships to propose optimal scenarios. Utilizing futurology methods, the research combines documentary analysis and environmental scanning for data collection, with structural/interaction analysis performed through MICMAC software. Environmental scanning initially identified 41 factors across five domains affecting sports law development. The scatter plot analysis revealed systemic instability, with most variables distributed around the diagonal axis. The classification of 41 variables across five primary domains (review authorities, legal documents/resources, programs/policies, human resources, and emerging issues), followed by their dispersion analysis into five factor categories (bimodal, influential, independent, influenced, and regulatory), offers a comprehensive framework for understanding the dynamics of Iran's sports law system.
