The aim of the present study was to develop a model for the development of grassroots football in Pakdasht County using thematic analysis and the Delphi technique. The study is applied in terms of its purpose and qualitative in terms of its approach. The research population included experts and specialists in the field of grassroots football, executive managers, coaches, referees, football academy managers, and sports management experts. Sampling was carried out using a purposive and theoretical saturation was achieved after 20 semi-structured interviews. The data were analyzed using thematic analysis method based on the Brown and Clark (2006) approach, and in order to validate the findings and achieve a consensus among the experts, the Delphi technique was used in two stages. The research findings showed that 181 initial themes were classified into 79 final themes and 5 organizing themes including the current state of grassroots football, challenges and obstacles, resources and capabilities, environmental opportunities and threats, and proposed strategies and programs. Delphi results also led to the approval of 30 items in six main axes, including governance and development of an integrated grassroots football system, a comprehensive talent identification and development system, a professional development and empowerment system for coaches, a sustainable financing and development system for income sources, sustainable development of sports infrastructure, and a system of participation and institutional empowerment. The results showed that the development of grassroots football in Pakdasht County requires an integrated, participatory approach based on strategic planning. Also, coherent governance, systematic talent identification, human capital development, sustainable financing, and infrastructure improvement were identified as the most important requirements for achieving sustainable development of grassroots football. The results also showed that the development of grassroots football in Pakdasht County requires coherent governance, systematic talent identification, human capital development, sustainable financing, and improvement of sports infrastructure. Accordingly, strengthening grassroots football infrastructure and establishing a comprehensive talent identification and empowerment system for coaches are proposed as the most important implementation priorities.
