شناسایی و تحلیل موانع توسعه پایدار ورزش در ایران

چکیده
پژوهش حاضر با هدف شناسایی و تحلیل موانع توسعه پایدار ورزش در ایران انجام گرفته است. این پژوهش کیفی با رویکرد تحلیل تماتیک (تحلیل مضمون) انجام گرفت. مشارکت‌کنندگان شامل ۲۴ نفر از مدیران ارشد و کارشناسان وزارت ورزش و جوانان، رؤسا و دبیران فدراسیون‌ها، اساتید دانشگاه و نمایندگان نهادهای صنفی مرتبط با حوزه‌ی ورزش بودند که به روش نمونه‌گیری هدفمند و نظری انتخاب شدند. داده‌ها از طریق مصاحبه‌های نیمه‌ساختاریافته گردآوری و بر اساس مراحل تحلیل تماتیک شامل آشنایی با داده‌ها، کدگذاری اولیه، استخراج و بازبینی مضامین تحلیل شد. اشباع نظری پس از ۲۴ مصاحبه حاصل گردید. از تحلیل داده‌ها، 98 کد اولیه استخراج شد که در نهایت به ۲۵ مفهوم اصلی و ۷ مقوله کلان منجر گردید که عبارتند از: ناکارآمدی در راهبرد محوری و کلان‌نگری، زیرساخت‌های ناکافی ‌و غیراستاندارد، فرآیندهای غیراثربخش منابع انسانی، رفتارهای فرهنگی و اجتماعی مخرب، محیط عمومی و کلان ناهمسو، محیط تخصصی غیرسازنده، و رشد نامتوازن ابعاد ورزش. شبکه مضامین موانع توسعه پایدار ورزش کشور در قالب سه سطح مضامین پایه، فرعی و فراگیر تدوین شده و نشان داد که این موانع از طریق گسست سیستمی و بازتولید چرخه ناکارآمدی، مانع‌اصلی‌تحقق توسعه پایدار ورزش درایران هستند. پژوهش حاضر نشان داد که موانع توسعه ورزش ایران تک‌بعدی نیستند، بلکه حاصل پیوند و درهم‌تنیدگی مجموعه‌ای از موانع ساختاری، مدیریتی، فرهنگی، اقتصادی و انسانی‌ است که به مرور زمان بر یکدیگر اثر گذاشته و چرخه‌ای از ناکارآمدی را در نظام ورزش باز تولید کرده‌ است. یافته های این پژوهش، می تواند به عنوان یک چارچوب راهنما توسط سیاست گذاران و مدیران اجرایی ورزش کشور جهت رفع چرخه ناکارآمدی ورزش یاری رساند و در نهایت زمینه را برای حرکت و نیل به توسعه پایدار و متوازن ورزش کشور فراهم آورد.

Identifying and Analyzing Obstacles to Sustainable Development of Sports in Iran

چکیده English

The present study aimed to identify and analyze obstacles to the sustainable development of sports in Iran. This qualitative study was conducted using a thematic analysis approach. The participants included 24 senior managers and experts from the Ministry of Sports and Youth, presidents and secretaries of sports federations, university professors, and guild representatives active in the sports sector, who were selected through purposive and theoretical sampling. Data were collected through in-depth semi-structured interviews and analyzed following the stages of thematic analysis, including familiarization with the data, initial coding, identification and review of themes. Theoretical saturation was achieved after 24 interviews. From the data analysis, 98 initial codes were extracted, which ultimately led to the identification of 25 core concepts and 7 overarching categories: inefficiency in strategic focus and macro-level thinking, insufficient and substandard infrastructure, ineffective human resource processes, destructive cultural and social behaviors, misaligned general and macro environments, non-constructive specialized environments, and imbalanced growth of sports dimensions. The conceptual model revealed that these categories, through systemic fragmentation and the reproduction of the cycle of inefficiency are the main barriers to achieving sustainable sports development in Iran. Sustainable sports development in Iran requires the simultaneous and coordinated removal of barriers across all seven categories, as well as the establishment of systemic cohesion among the strategic, infrastructural, human, cultural, and environmental levels. Without this integrated approach, the country’s sports sector will be unable to play its strategic role in achieving the national sustainable development goals. The findings of this research can serve as a guiding framework for policymakers and executive sports managers in the country to help break the cycle of inefficiency in sports, and ultimately pave the way for moving towards sustainable and balanced development of sports in the country.
